While it is ultimately arbitrary, here is what I was considering when ranking the cards: Use Scenario: I took into consideration where the cards will be used, for example Commander deck cards are considered in that sense, while uncommons in the main set had more thought put into limited usage
They will only appear in 3% of these Collector Boosters so youre in for quite the hunt
The high mana cost makes it inefficient, and yes, it's also missing haste
In the past, the problem was solved by core sets, which tend to have much looser themes (and more reprints) than other Standard-legal sets, which allows Wizards to simply dump in random cards that were important for Standard but perhaps not totally on flavor for Kaladesh , Ixalan , or whatever other planes we happen to be visiting for the rest of the year
