Starting Town is a classic trope in any good RPG, its the first place you begin your adventure
It doesn't allow you to wait and cast the card later
The two-drop sorcery that's common will destroy any land and you'll draw a card, so it's a cantrip
Apart from the new partner commanders and the four-color face card, you get two Esper commanders, a Boros commander, a UW Commander, and two mono-red commanders, all of which deal (at least, to some extent) with the artifact theme of the deck
Back way when, Wizards didn't really make sure that there were ENOUGH playable limited cards in the common slots for sets (no one was playing much limited before the inception of the Pro Tour, around the release of Ice Age ), so horribly unplayable cards like Snowfall and Balduvian Shaman glutted the common slots of packs - and commons are where most of the meat of your limited cardpool comes from
