My guess would be that Wizards was worried about Carnage Tyrant being too dominant in Standard and decided that Isolation Tower would be a good safety valve just in case, although it's fun to imagine that Wizards hates Modern Bogles as much as I do and decided to stick it to the untargetable one-drops Slippery Bogle and Gladecover Scout
