It might not kill anything beyond tokens but returning everything with a cost is a huge setback that takes several turns to recover

When you mill your opponent, there's no real guarantee what you're going to hit

So, going by Magic's rules, this seems to be a card that you must 'tap' (turn sideways and exhaust for the turn) and pay some mana (or ink) to draw a card

Keep in mind that you untap all your creatures when it enters the battlefield, not just what attacked, so any creatures with activated abilities can get extra activations

We'll have to wait and see, but personally, I'm not convinced this bounce spell is blue's best uncommon, not when they've got great card draw like Distorted Curiosity, and some neat creatures too
