The Alternate Fourth Edition was one of WotC's first attempts to print Magic cards in the United States by The United States Playing Card Company

This sounds a lot more confusing than it actually is but as far as the starter decks go, the Luffy deck (from The Quest Begins) is by far the best deck to choose from if you can get your hands on it

It was widely speculated among fans that a card representing The One Ring would make an appearance, and those speculations were proven correct

They look pretty good, especially the Island

With plenty of targets in your graveyard, you can wear down an opponent with extra attackers or even trigger some good enter the battlefield abilities again.
