With two connected abilities, Xavier Sal can tap to either remove a counter from a permanent you control to populate, or to sacrifice another creature to proliferate

Bringing stuff back as a 1/1 Spirit with a finality counter isnt the absolute best rate for this effect especially compared to my favorite Redemption Choir but its still really good with haste from the CZ

It's amazing in the deck, but if your playgroup hates it then replace it for Daybreak Ranger at a similar price point

In those scenarios, Veil of Summer acts as a 1 mana hard counter by just stopping whatever your opponent is trying to do from previous mentioned options
