As I say, there's a lot going on for a fairly high cost, and I struggle to see this card seeing too much play given the setup required to cast it for its Shift cost, especially in Ruby & Steel decks which typically skew far more aggressive
I expect Get Lost to play a role here as well, especially for control decks to cleanly answer opposing copies of The Wandering Emperor
It's also possible to build a Zinnia Commander deck to maximize enter effects, and here's a few cards to help begin that process: Panharmonicon - this four-mana artifact has a static ability that says if a creature or artifact entering would trigger an ability of a permanent controlled by the player, that triggers twice instead
Part of this is due to flashback letting you use it twice, and part of it is the political angle for Commander: You can put counters on other players permanents to strike deals or maybe enhance cards like Generous Patron and Nils, Discipline Enforcer
Of course, its also very telling just how much difference scry 1 versus scry 2 can make when the card has such a low opportunity cost
