Having the discard not be a cost is usually an upside as you don't lose the cards if they counter it, but in a deck like dredge this will at times be a drawback as you actually want to put cards in your graveyard

They often exile one or more cards from the graveyard as seen on Rest in Peace, but some hate cards shuffle graveyards into their owners library, like Endurance

Just slip him through your opponent's defenses a few times to rack up some Commander Damage, and you'll be the victor of the match in no time
