It's a great card to give token decks or flying decks a bunch of incidental value

That said, Id prefer a commander with more than a single ETB effect, especially if that effect wont be too impactful until later in the game

Bending elements is going to be a huge theme of this set, however, we don't have any examples of how those keywords work

Additionally, being able to bring your items back means these decks can run less items and more cards to interact with their opponent or cards to further their own gameplans

If the player can't stick enough Fairies for offense, this deck may stall out and fail to capitalize on its control aspects, so good Fairie creatures are a must and are this deck's true assets
