Draw White has a lot of solid draw options, and a lot of them fit well in Cloud, Midgar Mercenary's Equipment theme

Teval, the Balanced Scale is one of the two options in the Commander Precon, where it ramps you on mana, mills cards whenever it attacks, and creates Zombie Druid tokens every time a card leaves the graveyard

Also included in each Starter Deck are two booster packs for Shimmering Skies , but those are (obviously) all random, so I won't be factoring in the cards I opened when evaluating these decks

While these abilities on their own are good, the fact that you can effectively cast The Wandering Emperor as a combat trick makes them incredibly powerful

Like precons, these decks will likely have a handful of cards included just for flavor rather than function
