It is technically very possible to build an incredibly powerful Commander deck that falls under the deck construction rules of the Exhibition Tier, but these decks are specifically weaker than the average Commander precon according to the second tier

Its a great source of card draw, and it incentivizes people to attack specific players

Loran of the Third Path will be mainly used in Mardu decks with Queen Marchesa commander, and White Blue lists with The Council of Four commander that are especially interested in this card's draw mechanic
